In July 2008 the National Food and Veterinary Risk Assessment Institute has started its activity.

The institute has emerged as a result of restructuring of the National Veterinary Laboratory and the Lithuanian State Inspection of Veterinary Preparations. The institute has been set up following Regulation (EC) No 178/2002 of the European Parliament and of the Council which provides that all Members States of the EU shall have scientific food and feed risk assessment institutions in place. The former National Veterinary Laboratory acquires the status of a department of the National Food and Veterinary Risk Assessment Institute, i.e. it will perform laboratory analyses as before.

"In accordance with the provisions of the above Regulation, official food and feed control must be based on the principles of risk analysis, i.e. risk management will be carried out by the central SFVS, while risk assessment tasks will be undertaken by the institution which is operating on the scientific basis", deputy director of the State Food and Veterinary Service Mr Vidmantas Paulauskas has said.

At the institute, an assessment of risk factors based on scientific knowledge and findings will be performed, recommendations on lowering the impact of risk factors on the safety of food and animal health and welfare, as well as on the environment will be given.

"An objective, independent expert opinion based on the latest scientific findings and expertise of independent experts will facilitate an assurance of food safety, health of the population and of the living quality", Dr Jonas Milius, director of the National Food and Veterinary Risk Assessment Institute says.

According to Dr Jonas Milius, independent experts will supply independent opinion based on scientific research and literature, about the hazards posed by risk factors to competent authorities, will supply information to the public on the risks of harmful chemical, biological and other factors and on the ways to ameliorate the effects.

The institute will be cooperating on the issues of food and feed safety, animal health and welfare, consumer protection, with the national institutions and authorities, the European Commission, the European Food Safety Authority, the competent authorities of the EU Member States and third countries.
